Toms River police have arrested a township man in connection with the kidnapping and assault of his girlfriend earlier this month.
While conducting surveillance of a residence on Breckenridge Place over the weekend, Rozel Foster, 21, was observed entering a home, police spokesman Ralph Stocco said. Officers secured a perimeter and, soon after, took him into custody. He was booked into the Ocean County Jail on Sunday, records show.
Foster, 21, is accused of carrying on a domestic violence incident over the course of several days, assaulting his 20-year-old girlfriend beginning on Oct 2. He repeatedly assaulted her with punches, slaps, pushes, bites, and strangulation, police said.

The initial search for Foster included a slew of police officers, K9 units and even a New Jersey State Police helicopter.
Foster was previously known as rapper “Zel Khalil,” – Khalil is his middle name, according to jail records – and was once featured in a “Who’s Next” rap battle contest on New York City hip-hop station Hot97.
“Kill ’em with the charm,” Foster raps in one his songs, Diamond Girl.
Foster’s bail has been set at $200,000, and he is currently lodged in the Ocean County Jail. In addition to the more serious charges, Toms River cops also processed him on a $1,022 warrant from Pemberton Township, a $1,000 warrant from Freehold Township, and $350 warrant from Jackson, police said.
