More than 14 years after the death of Rondell Proctor, an Arkansas man who was staying in Toms River, police have charged two men with his murder.
Prosecutors announced Thursday that earlier this week, Maurice Cole, 36, and Jerron Evans, 41, both of Lakewood, were charged with murder in connection with the death of Proctor, which occurred on May 27, 2010, in a Toms River apartment complex.
Toms River Township police were called to the Winteringham Village Apartments located along Route 166 in Toms River for a report of a shooting at about 12:45 a.m. the night of the killing. Responding Officers discovered Proctor, then 22, of Arkansas, with several gunshot wounds to the torso as well as a gunshot wound to the face. He was transported to Community Medical Center, where he was pronounced deceased.

A subsequent investigation by the Ocean County Prosecutor’s Office Major Crime Unit and Toms River Township Police Department went cold for several years. But a continuing investigation and testing of “evidential items unavailable at the time of the original investigation” resulted in the filing of charges against Cole and Evans this week, prosecutors said in a statement.
On Dec. 3, 2024, Cole and Evans were taken into custody without incident by detectives from the Ocean County Prosecutor’s Office Major Crime Unit, Toms River Township Police Department, Lakewood Township Police Department, and Ocean County Regional SWAT Team. They were transported to the Ocean County Jail, where they are presently lodged pending a detention hearing.
The investigation included a slew of law enforcement agencies, including the FBI, Ocean County Sheriff’s Department, Brick police, the Osceola County (Florida) Sheriff’s Department, and Kissimmee (Florida) Police Department.
