A developer has proposed a new three-floor, mixed-use complex for a property off Route 35 in Point Pleasant Beach, adjacent to a popular bar and grill.
The application by Lombardi Residential two mixed-use buildings at 413 Railroad Square, situated just north of Arnold Avenue, behind Frankie’s Bar and Grill. The buildings, which would stand three-stories tall, would replace an existing gym that exists on the property.
A planning notice did not specify what types of businesses would occupy the commercial space in the complex. Businesses would take up a portion of the first floor, as proposed, with residential units being constructed on the top two floors. The project requires a few minor “bulk” variances, but also requires a use variance since the General Commercial zone, in which the development would be located, only allows for apartments on a second floor when there is a permitted use on the floor below. Since there will be residential space on the first floor, the borough has determined that the entire building is residential in nature, and requires a use variance.

Use variances require a more strict balance of positive and negative development criteria as well as a supermajority of zoning board members voting in favor of the application. Despite being located off a highway, the property is also within a historic district overlay zone, which normally requires first floor uses to be retail, restaurant or uses “that otherwise activate the street.”
The zoning board will hear the application at its April 3, 2025 meeting, which is scheduled for 7:30 p.m. at borough hall, 416 New Jersey Avenue.
