Toms River Police Seeking Kidnapping, Assault Suspect

Toms River police are seeking the public’s in locating a man wanted on kidnapping and assault charges.

Rozel K. Foster, 21, is suspected of carrying on a domestic violence incident over the course of several days, police spokesman Ralph Stocco said.



Foster is accused of assaulting his 20 year old girlfriend beginning on Oct 2. He repeatedly assaulted her with punches, slaps, pushes, bites, and strangulation, police said.

“Police officers had reports of him in the area [Tuesday] afternoon, Oct. 7, and began a search of a wooded area on Whitesville Road between Route 70 and the Jackson Township border,” Stocco said. “Despite extensive efforts, including assistance from a New Jersey State Police helicopter, Mr. Foster was not located.”

Foster is 21 years old, 6 feet tall, 155 pounds, with black hair and brown eyes, according to police. A warrant in the amount of $200,000 has been issued for his arrest. Anyone seeing him should immediately call 911, police say. Information about his whereabouts can also be reported to confidentially to Detective Lou Santora at 732-349-0150, extension 1276.
