Liquor License Approved for New Bar, Restaurant to Replace Charlie Brown’s in Silverton

The permanent closure of the Charlie Brown’s Steakhouse in Toms River’s Silverton section disappointed many local residents, but a new owner is hoping the restaurant, which has sat empty for several years, will be bustling again.

The Toms River Township council on Wednesday night unanimously approved the transfer of a liquor license from an investment group to Valnrose, LLC, whose principals include a number of Ocean County residents who will have a stake in the new restaurant and bar which will be called Roxy’s. Edward and Susan Koznowicz, both Toms River residents, will operate the establishment.



Roxy’s hasn’t yet announced an opening date, but is advertising jobs for cooks and other positions. In the works for some time, the new owners previously told WRAT radio that the restaurant will be named after the couple’s pit bull terrier, Roxy. Indeed, a caricature illustration of Roxy herself serves as the establishment’s logo. Plans include serving breakfast, lunch and dinner, with a creative mimosa bar anchoring a Sunday brunch tradition. The food will range from high-end dishes such as Tomahawk steaks to simple, traditional fare like burgers and fries.

The restaurant will also host private events and nightly entertainment. It is located at the corner of Hooper Avenue and Kettle Creek Road in the township’s Silverton section, just over the municipal border from Brick Township.
